Posted September 5, 2011. Make sure you have a folder called "GTA Vice City user files", without that, the game has no place to store save files. If you don't have that, download a diffrent version of the game. Some copies may be missing certin files if they were illegaly downloaded.
Also something else to try is from your Windows Documents folder, find the "GTA Vice City User Files" folder, and in that folder rename or remove the gta_vc.set file you find there. *Note: If you're able to at least get to the main menu in-game, from your display option, be sure the "Frame Limiter" is set to "On".

Well like I said I spent hours searching different forums for solutions, those 2 being the most obvious and the first things I tried.
Windows Vista = C:\Users\"Your account"\Documents\GTA Vice City User Files. Windows 98/Me = C:\Users\Public\Public Documents\GTA Vice City User Files I've also checked the rockstar\vc\data\ location, which I've read sometimes occurs on Vista, but to no avail. The only semblance of the User Files folder I've so far found is the gta_vc.set file

Gta vice city not working. I am using windows 7 on PC. I made a new user account on Same PC. I had copied Gta vice city from my old user account to new old account by hard disk C/User/my old user account/desktop/copy the Game folder and paste in hard disk D. When I start gta vice city.
Go to the exe directory (program files (x86) / Steam / Steamapps / common / grandtheftauto vice city) Right click on gta-vc and go to properties. Go to compatibility and set compatibility to Windows XP (service pack 3) Also set privilege level to "run the program as administrator".
Alternatively, go into Task Manager and you should see more than one "gta-vc.exe" process!!! Close 'em down and relaunch Vice City. Windows 7 Solution (this may work on Vista too)-- Right click the VC icon and select the compatibility tab-- DO NOT CHANGE THE COMPATIBILITY of the program-- click the "disable visual themes" check box.
Go to Control Panel > Programs > Turn Windows features on or off. Then check the boxes for Legacy Components and DirectXPlay folders (latter hidden under the former folder). Click OK or Apply and you'll be good to go. If that still doesn't help, then you'll have launch the game through compatibility mode.
